This function can be written as: D = F(T,S) where D = cost of development T = the level of technology and 42 S = shift factor that operates on the average cost curve (S is such defined that a higher value implies higher production cost) It is assumed that there is some separability in the allocation of development resources; that is, given input can be directed in varying proportions toward increasing technology or decreasing costs. 9B shows explicitly the tradeoff between increasing technology and reducing production costs for given development expenditures.

Other writers, such as Wheelwright [26] and Miller [27], similarly developed conceptual models of manufacturing policy and its role in fostering changes in technology. So far, little empirical research has been performed in manufacturing policy. Buffa [28] suggested several empirical approaches. Research dealing with the effect of stability of the environment on management decisions affecting technological change include the classic studies of Lawrence and Lorsch [9] who found that with a stable outer environment, mechanistic management systems work best, while unstable dynamic outer environments require a behavioral or organic management system.

3 MANAGEMENT OF STUDIES The management of technological change is a relatively undeveloped area of research. Skinner [24, 25] investigated the reason for the frequent failures of departments in industrial plants to achieve organizational and planning success and identified the cause as a lack of integration and use of manufacturing policy. He concluded that for manufacturing to contribute to a firm's or industry's success, the key missions and objectives of manufacturing departments must be defined and they must be involved in the planning for technological change.
